U.S. House Budget Cuts Would Cut Lifelines
Last month, the U.S. House passed an overall blueprint for the federal budget that would cause severe damage to the health care safety net. In addition to changing Medicare to a voucher-like system, the plan aims to repeal the Affordable Care Act (ACA) and convert Medicaid to a "block grant" program. Under a block grant, federal Medicaid spending would be capped - cutting $810 billion over 10 years and pushing the burden onto states.
Changes to ACA High-Risk Program
On April 13, the U.S. Department of Health and Human Services (HHS) announced changes regarding the federally-run Pre-existing Condition Insurance Plans (PCIP) that operate in Florida and 23 other states. Starting May 1, these plans will return to the stricter eligibility requirements that were in place originally.
Dental Health in Florida in Desperate Need of Improvements
In 2010, the Florida Public Health Institute found that Florida Medicaid patients made more than 115,000 hospital ER visits (and racked up $88 million in hospital charges) for treatment that could have been avoided with proper dental care.

Simply Healthcare announced that Magic Johnson Enterprises and SHP will collaborate to promote and expand Clear Health Alliance, which is currently in Miami Dade County, to other markets in Florida and across the nation. Last week the Governor of Florida, Rick Scott signed into law a Bill expanding the Medicaid HIV and AIDS program on a statewide basis.

The U.S. Food and Drug Administration (FDA) has issued updated recommendations regarding drug-drug interactions between drugs for human immunodeficiency virus (HIV) and hepatitis C virus (HCV) known as protease inhibitors (PIs) as well as certain cholesterol-lowering drugs knows as statins.
For the latest recommendations on prescribing these drugs, healthcare professionals should refer to the current drug labels.

As of February 16, 2012, there are 949 Floridians on a waiting list for HIV medications. The Florida Senate's budget proposes an increase for Florida's ADAP program, but currently there are no recommendations for similar increases from the Florida House of Representatives.

Univision- the leading Spanish-language media company in the United States-will join Greater Than AIDS to help give a voice to Latinos to talk openly about HIV/AIDS in their relationships, families and communities. The campaign, Greater Than AIDS, is a national movement responding to the AIDS crisis in the United States, especially within those communities hardest hit by HIV/AIDS.
Currently, they are in the process of casting individuals in South Florida for our national HIV/AIDS campaign with Univision. On January 10, 2012 NASTAD released the first module of its National ADAP Monitoring Project Annual Report (The Report). For the last 17 years, NASTAD has provided comprehensive program information on AIDS Drug Assistance Programs (ADAPs) through The Report.

Experimental Vaccine Partially Protects Monkeys from HIV-Like Infection
New vaccine research in monkeys suggests that scientists are homing in on the critical ingredients of a protective HIV vaccine and identifies new HIV vaccine candidates to test in human clinical trials. The research, which appears online in Nature on Jan. 4, was co-funded by the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health.

TALLAHASSEE - December 1st State Surgeon General Dr. Frank Farmer announced that Florida's AIDS Drug Assistance Program (ADAP) waiting list has been drastically reduced. Currently, there are 806 people on the ADAP waiting list, which is an 81 percent decrease in the waiting list since September 1, 2011, when the number was 4,184.

"If ever passed, this spending bill would set back the progress we are making in preventing HIV and providing basic care and treatment for those who have HIV/AIDS in our country," commented Carl Schmid, Deputy Executive Director of The AIDS Institute.
The bill (HR 3070) has not been formally considered by the House Appropriations Subcommittee. The Senate Appropriations Committee already has passed its own version of the bill. Since Congress has not passed any spending measures, the government is currently operating under a short term continuing resolution.

The WILLOW intervention is a social-skills building and educational intervention for adult women living with HIV. It consists of 4 four-hour sessions which are delivered by two trained adult female facilitators, one of whom is a woman living with HIV.
The target population for WILLOW is heterosexual women, regardless of race or ethnicity, living with HIV/AIDS who are 18-50 years of age and who have known their HIV serostatus for at least 6 months.

Vitas Innovative Hospice Care has partnered with the Children's Bereavement Center (CBC) and the Miami Country Day School in Miami Shores to provide peer group support services to children and families touched by the death of a loved one. The CBC has been offering these services in South Miami-Dade County and now, for the first time, the program will be available to families living in North Miami-Dade County starting September 20, 2011. The services are FREE of charge.
A meal is served at each group meeting.
Families need to call the CBC at 305-668-4902 to register for an orientation session prior to attendance.
The groups meet on Tuesdays at 6:30 PM and follow the Miami-Dade County Public School calendar.

The webinar will include strategies for developing your grant writing approach and responding to the main components of a typical grant proposal. It will also address proven techniques for writing a winning proposal. Legal Services of Greater Miami, Inc. (LSGMI) provides legal assistance in the areas of public benefits, medical debt collection, employment discrimination related to HIV/AIDS status, privacy issues, insurance law, and the rights of the recently incarcerated to persons living with HIV/AIDS who cannot afford to hire a private attorney. Additionally, LSGMI provides legal assistance in drafting documents to aid in permanency planning. Such documents include: a Last Will and Testament, Advance Directive documents (e.g. Living Will, Designation of Health Care Surrogate), and documents regarding custody options for legal dependents including guardianship, joint custody, or adoption.
All legal services are free to eligible clients who have a Ryan White Part A Certified Referral from their medical case manager or a valid out-of-network Ryan White referral from non-Part A organizations servicing the HIV/AIDS community. Have your case manager send a referral to our office through the SDIS (if in-network) or by fax at 305-573-5800 (if out-of-network). When we receive your referral, we will contact you to schedule an interview. The program′s objective is to provide the youngsters with knowledge and training in yoga, the arts, self-healing practices, and good nutrition. Thus program participants will enjoy better mental, spiritual and physical health, and acquire the tools for continued self-healing.

The Link Up Florida and Lifeline Assistance Programs are state programs approved by the Florida Public Service Commission. They help make telephone service more affordable to low-income customers in our state. Link Up Florida gives a 50% rebate in the telephone hook up charge (up to $30.00). Lifeline Assistance gives a $13.50 credit per month on local phone bills. The Public Service Commission wants all eligible low-income residents to receive these discounts, but eligible individuals must sign up for the program - it is not automatic. Most telephone companies do offer this program and this even includes some cellular companies.
Who is eligible? You are eligible if you receive state or federal help from: Temporary Cash Assistance, Food stamps, Medicaid, LIHEAP, SSI, Federal Housing Assistance, National School Lunch Program′s free lunch program or meet the income guidelines (equal to or less than 150% of the Federal Poverty Level).

SMILE stands for Strategic Multi-site Initiative for the Identification, Linkage, and Engagement in Care. This program is a collaboration between the Miami-Dade County Health Department and the University of Miami, Division of Adolescent Medicine to link HIV positive youth ages 13-24 to medical care and case management.
SMILE is for HIV positive youth 13 to 24 years old; Newly Diagnosed, never in care OR out of care 6 months or more.
The ultimate goal is to ensure that all youth diagnosed with HIV are linked with HIV medical care and case management services.
How can SMILE benefit you and your agency? SMILE support is flexible and can be tailored to the specific needs of your agency; SMILE staff is available on call ready to begin the linkage to care process immediately; SMILE is a free resource for both public and private agencies; SMILE can facilitate acquisition of required Ryan White documentation.
How can SMILE benefit your HIV+ clients? SMILE will guide and support client regardless of where they choose to get care; SMILE can provide emotional support and help reduce HIV anxiety about being positive; SMILE can provide transportation to medical appointments; SMILE can provide overall system guidance to other community services; SMILE can provide linkage to case management services.

Effective June 21, 2010 Borinquen Health Care Center will temporarily stop accepting outside referrals for Nutritional Counseling and Services. Unfortunately, the demand for this service has surpassed our capacity to provide the care. Borinquen will honor any appointment that has been scheduled prior to June 21, 2010 and will continue to provide care to those already receiving Nutritional services at our health center.
Please note that this is a temporary measure and we will continue to accept referrals for Primary Care, Dental Care, Mental Health Services; Outpatient Substance Abuse Counseling, and Medical Case Management.

Catholic Charities - Behavioral Health Services at St. Luke′s Center is pleased to announce that we have recently been awarded a 5-year SAMHSA grant that will help us to treat more individuals diagnosed with HIV/AIDS. St. Luke′s is a 30-90 day residential substance abuse/dual diagnosis treatment program providing treatment to adults suffering with alcohol/drug/mental health problems.
These SAMHSA grant funds allow St. Luke′s to treat approximately 63 clients a year, with a rotation of 9 new clients every 45 days. We will begin receiving admissions in March 2010.

Borinquen Health Care Center would like to invite you to the SMARTEST WOMEN′S PROJECT starting Thursday, February 11, 2010: The aim of the SMARTEST WOMEN′s Project is to enhance quality of life and improve health status for ethnically diverse, disadvantaged women living with HIV/AIDS.
The project involves participating in a weekly 2 hour group therapy for three months that addresses the following key areas: stress management, relaxation skills, assertiveness training, coping skills, managing depression, medication adherence, nutrition, safer sex practices, and alcohol and drug use.
Individuals that choose to attend the group as research participants may be eligible to receive compensation for their time - classes are conducted in both Spanish and English.

Breast & Cervical Cancer Early Detection Program

21st 2010) The Miami-Dade County Health Department Women′s Health & Preventive
Services Breast & Cervical Cancer Early Detection Program is pleased to
announce the receipt of a grant from Health Foundation of South Florida in
the amount of $90,000.
The grant will allow the Breast and Cervical Cancer Early Detection Program to screen an additional 315 women for mammograms and 159 women for pap smears as well as provide education and outreach activities to women 18 years of age and older. Approximately 890 women currently receive screenings through the program.
The women must meet the following criteria in order to be screened: Must be fifty and older; Have no health insurance; Have not been screened within the last year; Have a low income; and Must live in Miami-Dade or Monroe Counties.
Health Foundation of South Florida, a nonprofit grant making organization, is dedicated to improving health in Broward, Miami-Dade and Monroe Counties. By funding providers and supporting programs to promote health and prevent disease, the Foundation makes a measurable and sustainable impact in the health of individuals and families. Miami-Dade County Homeless Trust has a brand new beautiful apartment building in South Dade operated by Carrfour as a HUD permanent supportive housing program called Casa Matias. The program provides housing to families who are chronically homeless. Additionally, an adult exiting jail who was jailed for less than 90 days and met the chronic definition upon entry into jail, and who has a child who will reside with them will qualify. Please note a family in a domestic violence center is also considered to be in homeless shelter for these purposes provided they meet the definitions.

Release: HHS releases $311 million to states to help low-income
households with energy costs
The Low-Income Home Energy Assistance Program (LIHEAP) will be assisting
eligible Miami-Dade residents with payments of their electric and gas bills.
(MIAMI, March 25, 2011) The Community Action Agency′s (CAA) Low-Income
Home Energy Assistance Program (LIHEAP) will begin providing financial
assistance to eligible residents with their electric and gas utility bills
on Monday, April 4, 2011. LIHEAP applications will be available at CAA
Community Service Centers, Monday through Friday 8 a.m.-5 p.m. Applications
can also be downloaded from Miami-Dade County′s web portal at www.miamidade.gov/caa/li-home_energy.asp.
The LIHEAP program offers Crisis energy assistance to residents twice
annually during the winter and summer seasons and once annually for Regular
energy assistance. Applicants must not exceed 150% of the U.S. Poverty
Income Guidelines. Qualified applicants submitting a Crisis energy application
may be eligible to receive up to a $600 dollar payment toward their
outstanding electric or gas utility bills. Applicants submitting a Regular
energy application may receive between $150-$300 dollar credit
to be applied to their utility bill.

TALLAHASSEE-During a press conference on Tuesday, April 5, Florida Housing Finance Corporation (Florida Housing) announced that unemployed or underemployed homeowners in Florida, who are having difficulty paying their mortgages, will be able to apply for financial assistance from the Florida Hardest-Hit Fund (HHF) beginning at 9 a.m. on Monday, April 18. Citrus Health Network Announces Opening of Buena Vista Apartment
Buena Vista Apartments is a small, apartment complex with twenty one-bedroom apartments for persons with disabilities, located at 13555 NE 3rd Court, Miami, Florida.
The rent is subsidized by funding from U.S. Department of Housing and Urban Development (HUD). The waiting list is used to fill units with eligible tenants as the occupancies become available. Immediate availability to a unit cannot be guaranteed due to the high demand expected for these units. Applicants will be selected based on the waiting list order.

There are still dollars available via the Housing Assistance Network of Dade (HAND) program, programmatically known as HPRP, and we want to spread the word to the public.
This program provides an income-eligible (see links below for details) individual or family who is currently homeless (as proven by referral from outreach team or homeless program) or in housing but at risk of becoming homeless (as proven by a court filed eviction from a City of Miami unit) with temporary rent or utility assistance to prevent them from becoming homeless. The program is based on eligibility, while funding allows.

Please be aware that the U.S. Department of Veterans Affairs has created the National Call Center for Homeless Veterans. This toll free hotline provides access to trained counselors to help homeless veterans, or those veterans at risk of becoming homeless. The toll free number is 1-877-424-3838.

From the National Alliance of State & Territorial AIDS Directors (NASTAD): As part of a yearlong collaborative study with the Office of AIDS Research (OAR) at the National Institutes of Health (NIH), NASTAD is pleased to share with you a report titled: A Través de Nuestros Ojos (Through Our Eyes): Promoting Health and Social Equity to Address HIV/AIDS among Latino Gay Men. Consistent with the goals of the National HIV/AIDS Strategy (NHAS), as well as NASTAD and NCSD′s Statement of Urgency: Crisis among Gay Men, NASTAD released a report that summarizes the findings of a qualitative study in 12 jurisdictions that investigated responses of health departments and community-based organizations to the HIV/AIDS crisis among Latino gay men in the U.S. The report seeks to generate key themes to assist and inform effective federal, state and local public health responses to HIV/STDs among these men. The Office of Minority Health Resource Center (OMHRC) is launching the Latino Mentoring Training Institute (LMTI) in February 2010. The purpose of this new project is to increase leadership, mentorship and conflict-management skills among community-based and faith-based organizations working in HIV/AIDS prevention, education and treatment among Latino populations.

On January 9, the Florida Consortium for HIV/AIDS Research (FCHAR) conducted its second annual summit in Orlando. If you have HIV and suffer from neuropathic pain due to your illness, you may qualify to participate in this study to evaluate a medication to treat the neuropathic pain.
The main purpose of this study is to see if the investigational medication relieves the pain.The study will also evaluate the side effects of the medication, if any. The University of Delaware has been conducting HIV prevention and health promotion research among vulnerable populations in South Florida for more than a decade, and we continue to develop new and innovative research projects designed to positively impact the lives of those affected by substance abuse, HIV infection, homelessness, and mental health issues.
Currently, we are recruiting new participants into the RISE (Resources, Information, and Services for Everyone) study, a federally funded research project designed for HIV-positive individuals who are currently receiving anti-retroviral (ARV) treatment. Participation in our study involves confidential structured and open-ended interviews regarding health behaviors and medication usage, and does not involve the collection of biological samples of any kind. Stringent guidelines for human subjects’ protections and confidentiality are in place and eligible participants are compensated $30 for their time in interviews.

As most of you know, the way we do HIV prevention in the United States is rapidly changing. In addition to new biomedical interventions, innovative behavioral strategies, and new evidence-based approaches, we have the National HIV/AIDS Strategy and the 12 cities project to inform and guide us. 2012 will be a big year for us in Florida. We will have a new prevention cooperative agreement with CDC that is competitive and there are good signs that CDC will reallocate HIV prevention dollars across the country. We stand to gain additional prevention money under that approach. We want to ensure that existing, as well as any new, resources are spent in the most efficient, cost-effective manner and that measurable gains in reducing HIV transmission are realized.
We need your help. During the month of April, we will be soliciting feedback, suggestions, comments and new ideas on what our HIV prevention program should look like in 2012. The Prevention and Public Health Fund, part of the Affordable Care Act, is designed to expand and sustain the necessary capacity to prevent disease, detect it early, manage conditions before they become severe, and provide states and communities the resources they need to promote healthy living. In FY2010, $500 million of the Prevention Fund was distributed to states and communities to boost prevention and public health efforts, improve health, enhance health care quality, and foster the next generation of primary health professionals. In an effort to address the disproportionate impact that HIV/AIDS is having among Florida′s black women, the Florida Department of Health, Bureau of HIV/AIDS convened a Sistas Organizing to Survive (SOS) conference in June 2008. During the conference, black women across the state of Florida pledged to educate, empower, and encourage their sistas to be tested for HIV. Today on World AIDS Day, I am asking you to renew that commitment to educate black women where they live, work, play, and worship.
The goal of the SOS initiative is to test 100,000 black women each year by 2010. We are very close to reaching that goal, but we need your help. During the entire month of December, I am asking that you commit to helping us get 100,000 black women tested in the State of Florida . . .

Our Church Lights the Way! is a national campaign designed to mobilize Christian communities, especially those serving African Americans, to speak loudly from their pulpits to educate and encourage every person in their congregation and community to GET TESTED for HIV.
Our Church Lights the Way! is a movement of faith communities to stop the stigma and shame about HIV/AIDS; educate everyone about the disease and encourage and support HIV testing services.
Our Church Lights the Way! Serves has a mechanism to support faith leaders and congregations who are ready to move beyond phase one of creating AIDS community awareness to phase two: AIDS Action - Getting people tested for HIV!

Florida Department of Health Critical Advisory Letter, April 2010: STDs on the Rise in Miami-Dade County.
New data from 2009 indicates that infectious syphilis, gonorrhea and chlamydia are on the rise in Miami-Dade County; click the link above for details. These increases represent a ten-year high of reported chlamydia and infectious syphilis cases. Below is a description of changes in the number of Sexually Transmitted Diseases (STDs) in Miami-Dade County.
Recent reports and trends in STDs in Miami-Dade County point to the need
for more sex education and focus on HIV/STD prevention for teens and young
adults. Florida′s Bureau of STD Prevention and Control launched a new interactive
web site on April 1, 2010 to educate teens on STDs (www.FACEitFlorida.com).
InSPOT (www.inSPOT.org/Florida),
a safe and free website, allows a person who has tested positive for an STD
to send a free, anonymous e-card to their sexual partner(s) informing them
of their need to get tested. For additional STD facts and information, you

Project N.E.S.T. or Nights of Empowerment and Safety for Teens, will be opening on Monday March 22nd and will provide a hot and healthy meal to homeless, runaway, and at-risk youth up to age 25. Project N.E.S.T. will be a youth drop-in center that will provide basic health care services, mental health counseling, legal assistance, resources, GED assistance, educational counseling, mentoring, workshops, HIV testing and counseling as well as other services that youth will need. We hope to create a safe and welcoming space where youth can access vital services that will help to empower them and give them the tools to make their lives better.
The N.E.S.T. will be housed in the First United Methodist Church of Miami which is located at 400 Biscayne Blvd, Miami, Fl 33132 and the hours that N.E.S.T. will be open for serving youth will be from 6pm until 9pm every Monday night on a weekly basis.

The U.S. Centers for Disease Control and Prevention (CDC) has released the latest phase of the Act
Against AIDS campaign, i know. Last year, CDC along with the White House and the Department of
Health and Human Services, launched Act Against AIDS, the government′s first national HIV campaign
in nearly 20 years, to address the HIV/AIDS epidemic in the U.S. African Americans make up 12
percent of the U.S. population, but account for nearly half of all new HIV infections and AIDS deaths.
Although African American youth are becoming infected faster than any other segment of the Black
community, research indicates declining concern about HIV among young African Americans.
The i know campaign is designed to increase the number of young African American men and women
aged 18-24 who are aware, and who will talk about HIV/AIDS and myths and misperceptions with their
peers, partners, and families.

Three-time Grammy winner Jon Secada wishes his father hadn't kept his chronic hepatitis C diagnosis a secret.
The Cuban-American singer-songwriter's father, Jose, didn't tell anyone about his diagnosis for a decade, failing to get the help he needed. He died last year from complications related to the virus. Now, his son wants to make sure others get diagnosed and share information with their families. Secada, whose hits include "Just Another Day," lent his voice Thursday to a campaign to raise awareness among Hispanics about the disease.

The U.S. Department of Health and Human Services (HHS) Secretary Kathleen Sebelius joined health care roundtable discussions with local individuals and families last week in Tampa and Orlando.The Tampa event highlighted important Affordable Care Act (ACA) benefits for women's health, including preventive care without cost-sharing, better contraception coverage, and the end to pre-existing condition exclusions for children.
In Orlando, the roundtable centered on health care for seniors and ACA improvements to Medicare, including lower prescription drug costs, free wellness visits, and preventive screenings.

An estimated 135,000 HIV-infected individuals live in Florida and 20% are unaware of their infection. On September 30, 2007, Florida began a three-year African American Testing Initiative (AATI) funded by the CDC. The goal of this initiative was to increase awareness of HIV-infection status among disproportionately affected persons, primarily blacks, through the expansion of HIV testing in healthcare settings along with limited expansion in non-clinical settings. The Miami AIDS Project is interviewing Black and Latino gay and bisexual and transgendered men who struggle with substance abuse and who have involvement with the criminal justice system to learn about their healthcare and psychosocial needs. The findings of this assessment will be utilized to develop a program for these men to address some of their needs that are currently not being met. This is not a research study. We are not affiliated with any university or pharmaceutical company. Miami AIDS Project is a non-profit community-based organization. The information collected will be kept strictly confidential and used for purposes of assessing the HIV prevention, testing, and care needs of Black and Latino MSM. The Medicaid program is under serious attack on several fronts in Congress, and it is critical for Members of Congress to know the impact of the proposed Medicaid cuts and changes on people living with HIV and AIDS. Medicaid is the single largest supporter of HIV/AIDS care and treatment, providing coverage to approximately 40% of all people living with HIV and AIDS in the United States. Steep cuts or changes to the program threaten this important safety net and the lifesaving care and treatment it provides.
The HIV Health Care Access Working Group (HHCAWG) is
circulating two Medicaid advocacy letters that will be sent to the U.S. Senate
and the House of Representatives. One
letter urges Congress not to repeal
the provision in the Affordable Care Act that requires states to maintain
their current Medicaid eligibility and application rules (known as the "Maintenance of Effort" requirement). The
second letter urges Congress to protect the Medicaid program from harmful federal proposals, including converting Medicaid into a block grant or putting in place across the board federal spending caps that would require drastic cuts to Medicaid and shift more costs onto already struggling states.
Please take action now by letting legislators know your
organization opposes a repeal of the Maintenance of Effort requirement and
proposals to restructure and defund Medicaid. Please circulate widely to your networks!

In November, the Food and Drug Administration (FDA) approved the INSTI HIV-1 Antibody Test, a new, single use rapid test for the detection of antibodies to HIV-1 in human venipuncture whole blood, fingerstick blood, or plasma specimens. The test provides results in as little as 60 seconds. Previously approved rapid HIV tests typically deliver results in about 10 to 20 minutes. From Division of STD Prevention, Centers for Disease Control and Prevention: We are pleased to announce publication of "Sexually Transmitted Diseases Treatment Guidelines-2010", which update the 2006 Guidelines, in the Centers for Disease Control and Prevention′s (CDC) December 17, 2010 issue of Morbidity and Mortality Weekly Report (MMWR) Recommendations and Reports. The Guidelines are now available for early viewing on MMWR′s website and through CDC′s STD Treatment Guidelines 2010 webpage. From there you will be able to order hard copies of the report as well as wall charts and pocket guides. A podcast featuring lead author, Dr. Kimberly Workowski, will be posted on Monday, December 20 for viewing. CDC is also developing iPhone and eBook applications. Overall, HIV is the still the 6th leading cause of death for all persons aged 25 to 44 (down from 5th in 2007).
HIV is still the 1st leading cause of death among blacks.
HIV is the 6th leading cause of death among both whites and Hispanics.
HIV is still the 6th leading cause of death among males (since 2007) but NOW the 5th leading cause among females (down from 4th in 2008 & 3rd in 2007).
Among males: HIV is still the 6th leading cause among whites (since
2007); NOW the 4th leading cause among blacks (down from 3rd in 2008 and
2007); and still the 6th leading cause among Hispanics (since 2007).
Among females: HIV is the 8th leading cause among whites (up from 9th in 2008); still the 1st leading cause among blacks (same as 2007) and NOW the 7th leading cause among Hispanics (down from 5th in 2008).

NOVEMBER 2010: Project Inform created this series of 3 easy-to-read publications to address commonly asked questions and issues that people face as they come to terms with their diagnosis of HIV or AIDS and begin to address their health needs, including getting into care and making decisions about starting HIV meds. The booklets are free and are available in English and Spanish: 1) After you've tested positive; 2) Considering treatment & your health care; and 3) What you should know about when to start & what to use.

The program was designed based on other programs that were developed by the Centers for Disease Control and Prevention, the National Cancer Institute, the American Lung Association, and the State of Florida in conjunction with former smokers. We have taken the best from the best to create a simple, easy to follow program that will help you kick the habit successfully.
All tobacco programs are being supported by funding from the University of Miami′s Area Health Education Center Program (UM AHEC).

CDC Fact Sheet: HIV among Gay, Bisexual and Other Men Who Have Sex with Men (MSM)
September 2010: Gay, bisexual, and other men who have sex with men (MSM)1 represent approximately 2% of the US population, yet are the population most severely affected by HIV and are the only risk group in which new HIV infections have been increasing steadily since the early 1990s. In 2006, MSM accounted for more than half (53%) of all new HIV infections in the United States, and MSM with a history of injection drug use (MSM-IDU) accounted for an additional 4% of new infections. At the end of 2006, more than half (53%) of all people living with HIV in the United States were MSM or MSM-IDU. Since the beginning of the US epidemic, MSM have consistently represented the largest percentage of persons diagnosed with AIDS and persons with an AIDS diagnosis who have died.

The Miami-Dade Metropolitan Planning Organization (MPO) has produced its pocket guide to transportation "On the Move". It is a FREE document that helps residents locate information on various transportation agencies quickly and efficiently.
The transportation guide has been produced in English, Spanish and Creole to educate the public regarding the transportation resources that are available to them. It contains information regarding transit, the bicycle and pedestrian program, highways, regional transportation planning agencies, transportation disadvantaged options, city circulators, citizen advisory committees and much more.

Project START An individual-level, multi-session intervention for people being released from a correctional facility and returning to the community. It is based on the conceptual framework of Incremental Risk Reduction, and focuses on increasing clients′ awareness of their HIV, STI, and Hepatitis risk behaviors after release and providing them with tools and resources to reduce their risk.
