What We Do

  • Obtain input on community needs.
  • Develop and implement a community-wide comprehensive plan compatible with State of Florida and county plans regarding the provision of health and supportive services to individuals with HIV/AIDS.
  • Establish service priorities and allocations for Ryan White Program (Part A/MAI) services within the County.
  • Serve in an advisory capacity to the Board of County Commissioners, City of Miami, Miami-Dade County Health Department Office of HIV/AIDS, the respective mayors, the U. S. Health Resources and Services Administration (HRSA) and other public and governmental entities with respect to all issues affecting or relating to persons at risk of contracting or living with HIV/AIDS.
  • Participate in the development of the Statewide Coordinated Statement of Need.
  • Establish mechanisms for addressing grievances with respect to Part A funding and any other matter deemed appropriate by the Partnership.
  • Assess the efficiency of the administrative mechanism (Office of Management and Budget-Grants Coordination).
  • Perform any other duties conferred to the Partnership by the Code of Miami-Dade County and/or required by funding sources for Partnership programs.

What We Do

  • Act on behalf of the Partnership in emergency situations that does not permit holding/calling a regular Partnership meeting.
  • Establish rules of conduct for all Partnership and committee meetings.
  • Act as a steering committee that will delegate Partnership and standing committee responsibilities to ensure coordination and prevent duplication of activities.
  • Review proposed changes to the Partnership Bylaws and make recommendations to the Partnership as required.
  • Review grievances that arise from the Partnership or the community as it relates to whether the Partnership follows its policies and procedures. Complaints will be thoroughly reviewed and presented to the full Partnership for consideration.

What We Do

  • Develops and implements care and treatment planning.
  • Conducts an annual comprehensive Annual HIV/AIDS Needs Assessment.
  • Determines Ryan White Program (Part A/MAI) service priorities.
  • Allocates Ryan White Program (Part A/MAI) funds each fiscal year.
  • Develops directives based on identified access issues to underserved populations and areas of greatest need.
  • Evaluates service cost and utilization of Partnership programs as a whole.
  • Identifies funding and provider resources within Miami-Dade County.
  • Makes recommended appointments to the Florida Comprehensive Planning Network’s (FCPN) Patient Care Planning Group (PCPG).

Decisions made during Needs Assessment drive the provision of services and distribution of funds for the next Ryan White Program fiscal year.  All Partnership and committee members, Ryan White Program clients and other people with HIV, Ryan White Program subrecipients, and anyone interested in maximizing resources and improving services for people with HIV in Miami-Dade County are encouraged to participate in this and all Partnership activities.

What We Do

  • Makes recommendations for Ryan White Program (Part A/MAI) medical care services in Miami-Dade County, including quality assurance and improvement efforts.
  • In coordination with State ADAP and General Revenue, review activities, expenditures and utilization data patterns to make recommendations regarding the Ryan White Part A Prescription Drugs Formulary.
  • Develops treatment guidelines and standards of care for Ryan White outpatient medical care programs in Miami-Dade County.
  • Reviews activities to encompass outpatient medical care and prescription drugs.
  • Evaluates Ryan White Program outpatient medical care utilization data and make recommendations.
  • Evaluates pharmaceutical utilization data for Ryan White, General Revenue and ADAP funding streams and make recommendations.

What We Do

  • The Community Coalition meets monthly for dinner or lunch – get to know Partnership members!
  • Collaborates and coordinates with other Partnership standing committees, subcommittees and ad hoc committees to ensure that decisions represent the needs of the affected HIV/AIDS communities in Miami-Dade County.
  • Develops and establish programs for recruitment and training of Partnership and community members.
  • Recruits potential Partnership and committee members from the community and encourage others from the affected HIV/AIDS communities to become more involved in Partnership activities.
  • Maintains an open nominations process, review applications, and make nominations for Partnership membership.
  • Completes community outreach initiatives and bring back input from community based organizations and other groups to the Partnership.
  • Develops and implements education and outreach opportunities for the community to learn more about the Partnership and its activities.

What We Do

  • Brings knowledge and expertise on financing, developing and managing special need and affordable housing to the Partnership.
  • Conducts a yearly needs assessment for continuum of housing and housing-related services for PLWHA, with the support of, and in cooperation with, the HOPWA grantee (the City of Miami)
  • Engages key policymakers and stakeholders from both the public and private sectors in identifying resources and solutions to housing and housing-related service needs of people with HIV.
  • Coordinates planning efforts to address housing and housing-related services for people with HIV.
  • Provides annual priorities, funding and policy recommendations to the HOPWA grantee for the use of HOPWA funds.
  • Identifies additional resources and leverage opportunities to expand available housing for PLWHAs in Miami-Dade County.

What We Do

  • Work jointly with the Strategic Planning Committee on development and monitoring of the Miami-Dade County Integrated HIV Prevention and Care Plan
  • Identify the technical assistance needs of community-based providers.
  • Review available data and other information required to prioritize HIV prevention needs and collaborate with Miami Dade County Health Department, Office of HIV/AIDS.
  • Assess existing community resources to determine the community’s capability to respond to the HIV/AIDS epidemic.
  • Identify and prioritize unmet HIV/AIDS prevention needs within defined populations.

Housing is Healthcare - Ending the HIV Epidemic initiative to provide transitional, short-term, or emergency housing assistance
Miami-Dade County’s EHE-funded HSS services utilize a “housing is healthcare” and housing-first approach to provide transitional, short-term, or emergency housing assistance to enable a client or family to gain or maintain critical outpatient / ambulatory health services and treatment, including temporary assistance necessary to prevent homelessness and to gain or maintain access to medical care.

Services include rental and utility subsidies, moving incidentals, linkage to additional services, vocational and life skills support, and case management to develop and implement a plan to ensure ongoing housing stability by improving opportunities to increase client income through employment or access to SSI/SSDI Outreach, Access and Recovery (SOAR), securing permanent tenant based rental assistance, or placement in permanent supportive housing).

HSS will be provided to EHE program-eligible individuals experiencing homelessness or housing instability for up to 24 months from each client’s enrollment, subject to available funding.

The only eligibility requirement is that the client has a confirmed HIV diagnosis.

2022-2026 Miami-Dade County Integrated HIV Prevention and Care Plan

Goal 1: Prevent new HIV infections.
Goal 2: Improve HIV-related health outcomes of people with HIV.
Goal 3: Reduce HIV-related disparities and health inequities.
Goal 4: Achieve integrated, coordinated efforts that address the HIV epidemic among all partners and stakeholders.

For over a decade, the Miami-Dade County (MDC) Eligible Metropolitan Area (EMA) has been a national HIV/AIDS hot spot.

The EMA leads the State of Florida in the total number of people with HIV; 27,782 people with HIV – more than 23% of the entire state’s population of people with HIV – lived in the EMA in Calendar Year (CY) 2020.

For nine of the past 10 years, the South Florida Metropolitan Statistical Area (MSA) has led the nation in the annual new-infection rate for HIV.

During that time, the MDC Ryan White HIV/AIDS Program (RWHAP) Part A/Minority AIDS Initiative (MAI), through the MDC Office of Management and Budget (OMB or local Part A/MAI Recipient); the Florida Department of Health in MDC (FDOH-MDC); and the Miami-Dade HIV/AIDS Partnership (Partnership), the official RWHAP Planning Council, have been coordinating responses to the HIV epidemic, linking programs in community education, supporting HIV prevention, HIV testing, and linkage to care activities, as well as strengthening core medical and support services for people with HIV.

These collaborative activities include the Getting to Zero initiative in 2016, the 2017-2021 Miami-Dade County Integrated HIV/AIDS Prevention and Care Plan (2017-21 Integrated Plan); the National HIV/AIDS Strategy 2022-2025; the Ending the HIV Epidemic Jurisdictional Plan; and the ongoing cooperation between the Partnership’s Prevention and Strategic Planning Committees.

Ending the HIV Epidemic (EHE)* leverages critical scientific advances in HIV prevention, diagnosis, treatment, and outbreak response by coordinating the highly successful programs, resources, and infrastructure of many HHS agencies and offices and providing a targeted infusion of new resources and support to the jurisdictions most heavily impacted.

The Partnership’s Prevention Committee and Strategic Planning Committee members work jointly to monitor activities of the local Ending the HIV Epidemic initiatives as part of the Miami-Dade County Integrated HIV/AIDS Prevention and Care Plan.

Ending the HIV Epidemic*
” Ending the HIV Epidemic: A Plan for America (EHE)” is a bold plan that aims to end the HIV epidemic in the United States by 2030. The new initiative seeks to reduce the number of new HIV infections by 75 percent within five years, and then by at least 90 percent within 10 years. Due to the high incidence of HIV, Miami-Dade County was chosen as one of the 57 jurisdictions to implement this initiative. Requirements

Partnership members must have reputations of integrity and community service, and possess the knowledge, skills and expertise relevant to the position for which they are applying and, as applicable, be currently employed in the field of expertise they wish to represent.  Members must be committed to working toward the Partnership’s vision: To eliminate disparities and improve health outcomes for all people living with or at risk for HIV/AIDS.

Members are appointed by the Mayor of Miami-Dade County to make decisions that improve the lives of more than 8,000 people served by the Ryan White Program in Miami-Dade County.  Your participation matters!

To qualify, you must:

  • Devote at least five (5) hours per month to Partnership and committee activities;
  • Be a resident of and a registered voter in Miami-Dade County (MDC) (some seats are exempt from this requirement);
  • Agree to undergo a criminal background check conducted by the Office of the Mayor of MDC; and
  • Complete additional training and Partnership and County documents and forms as required.
